Alright so here's my situation

 

My first (temporary) 2 year Thai driving license was issued in Samutprakarn DLT (dept. of land transport). Even though I live in Bangkok, I had to do it in Samutprakarn because my TM.30 residence notification was done by my previous landlord, which was still valid. (My current Bangkok landlord hasn't done my TM.30 notice yet, citing "it's a hassle". Unbeknownst to her, you can do the entire thing online. That's how my previous landlord did it.)

You probably know that you need a Residence Certificate for your driving license, which can also be replaced with a valid work permit. I will have to renew my driving license next year, around Oct-Dec, since you get 3 months in advance to renew it before expiration. My question is this:

 

I'm currently staying in Thailand on my non-ed visa. In a few months, I will be applying a non-b followed by a work permit, which then will be valid as an alternative to a Residence Certificate, since DLT accepts work permits as a valid proof of address when applying for/renewing a driving license. The problem is, on the back of my current driver license, my Samutprakarn address is listed, along with the issuer listed as Samutprakarn DLT on the front. Now, when my current address is proven to be Bangkok next year (thanks to my work permit), can I go to the DLT in Bangkok to renew my license? If not, are there any other documents/applications/procedures that I should take care of beforehand at Samutprakarn DLT for the address change? Or can I just bring my Bangkok-addressed work permit to Samutprakarn DLT and have my license renewed there?

LTO offices are not location dependent like Immigration

 

I live in Pattaya and I got my license in Bangkok at the main LTO there (near Chatchuck, if memory serves me correctly) so they will issue a license based upon your address, as shown by a Residency Certificate issued by your Embassy or your Immigration Office, so work permit will work the same way 

 

Don't worry about what address is on your old license, the new one will reflect the renewal address

I reckon so your just changing address at renewal and should get a 5 year DL next.
