No it wouldn't have. 

But it would have helped build a bipartisan movement to advance a constitutional amendment to get rid of that relic. The electoral college not HRC.

Yes and if he was to be removed, we get Pence, arguably much more right wing than 45. This isn't about ideology or policy. It's about his high crimes and misdemeanors.
