Not exactly correct. There are codes contained in the football and on a "plastic biscuit" containing codes. The football is a communication device but the codes must be match in order to issue launching. The president does not just memorize them and they are changed periodically and matched inside the football. In Trump first presidency he rarely held daiky security briefing and the joint chiefs of staff issued orders to the pentagon to ignore any instruction by Trump to utilize nuclear capability witout first going to them for clarity. -

It would have to be both captain and first officer making that error as both have responsibility and flap function is checked or should be prior to take-off yet it sure looks like as @Moonlover said they were not extended and set for take-off. It's definitely strange and in an aircraft model that's been accident free prior to this. -
