From the Bangkok Post:

Police have arrested 10 North Koreans who illegally slipped across the border from Laos into Chiang Saen district yesterday.

Police arrested the illegal immigrants as they were walking along a busy road soon after stepping off of a speed boat from Laos.

It goes on to say that this is a common location for illegal North Koreans to enter, and that they have been coming to Thailand after some were successfully re-settled in S Korea previously.

Apparently, they made themselves conspicuous by walking along the Chiang Saen-Sob Ruak road. Does no one walk this road then?
