I wouldn't jump to the conclusion that this is happening all over the country. Could easily be fake news, or at the least, media hyped sensationalism.

It's not fake news. 

The problem with uncollected corpses is specific to Guayaquil. 

Guayaquil is one of the very big cities in Ecuador. The other is Quito. Guayaquil is very hot and humid and located on the coast. 

So you really don't want corpses hanging around in that climate.
