Surely deaf people have tha ability to turn subtitles on and off?  Perhaps I should clarify - when watching movies on Thai TV that are originally in a language other than Thai, the ones I'm seeing are dubbed in Thai language and also have subtitles in Thai - they cannot be turned off.

Just as an update to anyone that wants info on a good site for English series, movies, sport as well as a host of other Asian countries that have Thai language or subs. seesantv.com. For a months subscription the cost is $15 for multiple users. Obviously the cost is cheaper if you take 3 monthly package or longer. Movies can be streamed in Thai or English!
