I got my Non O retirement in the US and then applied for a one year extension. At the time the Non O cost $200 and I don't remember financials.

Many countries do not provide non O based on retirement in your own country.

You would not be able to get one now. The only place before was at the honorary consulates but the embassy told them to stop issuing them a few years ago.

It is the same in Australia now and several other countries.
