May be the only arrow in his quiver. Bullies are like that even the "stable genius" types. 

To be fair, this is Thai reporting, rarely accurate. There are 3 stories here - the bullied girl, the 3 bullies, and the brother. But which story is correct? And what did the school do before the second attack? Headlines, to inadequate to make a judgement upon.
