Need suggestions for my friend’s son. He was living in China, studied Chinese, taught English, online tradings,  returned home due to the lockdowns, left behind his savings account equivalent balance: 27000. He has WeChat wallet and Alipay. There’s an annual ATM limit of 15,000, how to empty the account without returning to China?

1. Ask the bank per email if you are able to use power attorney to send the money to your abroud bank account. It think it won't work but who knows.

 

2. Can you use online banking to access your account ? If you do, than transfer the money. But most of this action required token, which sent to maybe phone or email, that you need to provide. This service must be regiatered and activate first in china.

 

3. If both option above it's not possible than you have no chance other than to fly to china.

i believe paypal now has a china subsidiary, and it is possible to link a china paypal account with your non-china paypal account.  i've read that some have been successful moving funds that way, never tried myself.  fees would be high, but cheaper than flying back, if even possible.

 

bank probably won't be helpful.  took six hours in person with a stack of documents to send a swift out of china last month at bank of china.

 

does he have trustworthy friends back in china?  chinese citizens are still able to transfer out up to $50k/year with minimal oversight.

Can you set up a 'peer to peer' operation?
