For the love / hate of paperwork

Why when you have to renew your car and motorcycle license you can get one original Certificate of Residence for from immigration with an original photograph taken at the immigration depart and then just use a colour copy for the second license application?

But when you buy a new car you need the same form as follows, two originals for the dealer, two originals for the finance company, two originals for the leasing company, two originals for the Licensing department for your white plate, in the case of a car?

I suppose it's either because I am a non Thai or a new way of just making money out of nothing?

At the rate this place goes through paperwork, they will run out of trees soon in the future.
