I have a friend in the UK who wants his Thai g/f to travel to the UK for a few months. He would normally come to Thailand but does not want to spend time in quarantine. She has already been to the UK several times. Is there any restrictions on Thai Nationals traveling to the UK?  Thanks in advance.

No.  She just needs a UK visa.  She will have to quarantine when returning to Thailand, either in free SQ (allocated on arrival) or ASQ at her expense.

She would also need to ensure her flight does not transit any countries not on the safe travel list, otherwise quarantine would be required on arrival in the UK.  There's not many that applies to now so chances are good, but don't book Finnair for example.
