I have to agree with the OP but after 5 years of training there has been an improvement as originally they were as the OP described.. Garden tools are still left where they were used last or kitchen items that have been in their place forever somehow get shifted or cutlery that has a separate space for knives, forks and spoons are soon all mixed up.
