other than thai airway, i dont think any other airline can offer this route?

Maybe they do but, I don't think Thai fly C'rai to Singapore.

I think your best option is to fly C'mai to Singapore on Silk Air.

Silk Air has an office in Chiangmai (Imperial Mae Ping Hotel) and the fare return is around 8,000-9,000 Baht (possibly a bit less)

Silk Air is a subsidary of SIA and is almost as good in terms of the service they offer.

Why don't you check Air Asia. They have a CEI - BKK and BKK - SIN route. If you book well in advance during weekdays, the cheapest fare should be less than 2k baht.

Alternative there's Orient Thai but they only fly to BKK.
