I am about to move house and my new Landlord seems to think that I am responsible to notify immigration of the change of address.

I thought that it is the landlords responsibility and had to be done within 2 weeks of the new tenant moving in otherwise the landlord would be fined.

Could somebody please advise me

It has to be done by either the landlord or the possessor within 24 hours of moving in. If you have a rental contract in your name that makes you the possessor and you are just as responsible to report yourself as your landlord.

You do it or make trouble with your landlord and for yourself. Yes within 24.
