What's cost effective about having someone confined to home because they need new knees and can't walk? If that was me, they'd also have to put me in a rest home at taxpayer expense as don't have anyone to look after me and not rich.

This has happened much more than once.

A BC women even went to court - she waited over 2 years, could not leave the house without help.

Of course she lost - Gov't spent her out of a chance of winning
