Fit to Fly certificate still required?

I went to get my Covid test in Ho Chi Minh City, and the guy in the hospital was insistent that a fit to fly certificate is needed. I showed him the article that states that if is no longer required and he basically said ok but it's at my own risk. 

 

Has anybody here had a situation where they have been asked for a fit to fly certificate in any state of their journey since April 1?
