I would like to invite a friend from Udon Thani to come either by bus or by air. 

 

Would she need to quarantine upon arrival in Chiang Mai?

My wife's cousin and his wife drove in from Udorn Thani where they live yesterday without any problems.

   So unless there are any very recent rule changes I don't think there is anything to worry about.

All of Isan and the north incl. Chiang Mai have been eased from "red" zone to "orange".

Very unlikely that you will be bothered.
