My wife and I are moving to Europe and want to bring our Thai dog with us.  One step that's required is having a rabies serology test approved by an EU certified lab. The EU lists a government agency in Bangkok, The National Institute of Animal Health, but they're currently not accepting blood samples for reasons I don't fully understand.  

 

There's also an organization in Cambodia that is certified, but the logistics of sending a blood sample to another country is just as cumbersome as you would expect: Import/export licenses, sample must be refrigerated, etc...

 

Can someone who has gone through this process recently please share their experience and offer some sage advice?
