Suspended jail terms and 5,000 baht fines for 29 caught drinking at Sukhumvit Soi 22 pub

A Thai friend of mine was one of those busted that night.  He texted me the next day as he was waiting at the courthouse to pay his fine.  He said there were about 30 patrons at the pub that night and a majority of them were Thai.  Ironically, I was out at another pub with him and his friends earlier that night, and when that one closed, he suggested we all go to Soi 22. 

I passed and went home, because being a small overcrowded Soi 22 hole-in-the-wall, after hours no less, didn't seem too smart.

Hardly anyone in Thailand pays tax, with no license they are not registered as a business.

Yet they operate in full sight of everyone... no license to operate as a bar, no licence to sell alcohol?

Surely local government or police or customs & excise must check every operating business?

Reasons why I'm leaving

 

1.

The fine was for breaching quarantine regulations not a cheap drink.

In my country the fine would have been the equivalent of about 24,000 baht so it was cheap.
