If you were to apply for a non-o visa at the embassy in USA? Would you also apply for the coe at the same time or wait for your non-o visa to be approved then apply for a Coe?

In addition I am assuming that if you arrived in Thailand on a new non-o visa you would only need covid insurance for the 1st 90 days of arrival correct?

It is your choice as to whether you apply for both at the same time or not. After pre approval you have to upload a copy of your visa.

You will need the 40/400k baht medical insurance valid for 90 days to apply for a non-o visa based upon retirement if that is what the non-o visa is based upon.

Requirements for the non-o visa is here. https://thaiembdc.org/2020/09/30/nonimmigrantoaox/

You will only need 90 days of covid 19 insurance.

After pre approval you have a maximum of 15 days to complete the second step of the COE, which includes adding your flight details and copy of your visa. There is even a nifty countdown clock at the top of the screen. If you exceed that time, your pre approval is invalidated.

Since visa processing time is an unknown, I think it would be safer to secure your visa before beginning the COE process.

I think that the copy of your visa / extension / re-entry permit is submitted initially to attain your pre approval ?

Those are not required for pre approval. After pre approval you have 15 days to upload the non-o visa in the OPs case.

If you have everything needed it can be uploaded.

I had to show my re-entry permit for pre approval
