I've seen that flights to Phuket sandbox cannot be with a transit in Bangkok. Must "Fly from abroad to Phuket". But are there restrictions on connecting flights in general though to in this program?

There are no connecting flights in Bangkok that are a continuation of a international flight to Phuket. In time their may be some available.

You can have a connecting to Phuket from another place other than Bangkok. For example there are connecting flights in Singapore to Phuket,

Q: What airlines are operating direct flights to Phuket?

A: Currently, Cathay Pacific, HK Express, El Al Israel Airlines, Emirates, Etihad Airways, Qatar Airways, Singapore Airlines, and Thai Airways International (THAI) are operating direct international flights to Phuket.

Please check flight schedules on the respective airlines’ websites.

Q: Can I travel to Phuket on an indirect international flight, transiting via a domestic flight at Bangkok’s Suvarnabhumi International Airport?

A: No. Currently, all travellers must travel on direct international flights to Phuket only. However, transiting via Bangkok maybe possible in the near future as Thailand gradually reopens more pilot destinations to fully vaccinated international travellers.

There are also international flights with a "stop" in Suvharnabhumi, that then continue to Phuket after about 1-2 hours. Same plane. Same flight code. I guess some of the passengers depart and the rest continue to Phuket. Acceptable?

Chiang Mai is supposedly opening from 1st October. China Airways has flight codes that enter Thailand at Chiang Mai. Will these flights resume?

Yes you can transit in Singapore on the way to Bangkok.
