If your pal is legally married to his Thai wife in his home country, he is almost certainly legally married to her in Thailand as well. Which home country is his?

No problem to apply for a non-o visa using a non Thai marriage certificate.

For a non-o visa and a 60 day extension a foreign marriage certificate will be accepted.

For a on year extension based upon marriage the foreign marriage would have to be registered at a Amphoe to get Kor Ror 22 foreign marriage registry.

This is just plain wrong information, If you are married in Sweden  USA or wherever, that is one thing. or you are just married in your homecountry that is another..

 

So these people need to register their foreign marriage here in Thailand at their local ampue and move on from there.
