Until recently Bangkok has always been red or dark red. So one didn't have to worry about quarantine when coming back to Bangkok.

Now with Bangkok in a new color zone are there any restrictions in place when returning from a red zone to Bangkok?

Nothing that I'm aware of, it would be almost unenforceable anyway in a place the size of BKK.

 

If you live in a village / moo baan there might just be local rules but I doubt it.
