In the interest of improving Thailands image whoever translates information for them on processes to enter Thailand the word "scheme" is not appropriate.  The verb definition of the word "scheme" is: make plans, especially in a devious way or with intent to do something illegal or wrong.

 

Whenever I see this I think of Thailand doing everything a little bit backwards.  Liking changing a lightbulb with three people. One to hold the lightbulb and 2 more to spin the chair.  Tell he translator that the word they should be using is process or procedure.

In Scotland, what we in England refer to as housing estate, is known as a housing scheme. 

Always sounded a bit odd to me but not to them.

Absolutely right. I grew up on one.
