Trying to start a new topic

When Trying to start a new topic the drop down menu is like all the Thailand topics grayed out and only the other countries

 are available to select, is that how it should be?...

Go to the forum concerned, then click new top.c

After you click start new topic you will see this.

You click the arrow as pointed out by the hand included in the screengrab I did. You can then select the forum you want to post in.
