Is possible to travel in Thailand on tourist visa and get Non O-A or Non O-X in the country? Thank you

Immigration will not issue either of them.

You have to apply at a embassy or official consulate in your home country or country of legal residence.

Application for those two types of Visas need to be done in your home country.  The approval is then given via the embassy or consulate depending upon where you are.  If you can do a 30 day entry on arrival here in the country you can apply for a Non O based upon retirement here in the country at immigration.

If he did any research he would know.

1. Both visas mentioned need to be obtained in home country or country of permanent residence.

2. More importantly must be 50+

 

He could look into PE visa.
