A story as old as time, police general's side salad is a go between (bag lady) for the marketing of promotions. Someone paid her for his promotion, she kept the cash (she's protected) or otherwise failed to deliver ("pay more now", "wait for next promotion cycle"), now the payer wants their money back. none of this is true, pure fiction of course.
