YQ and YR are both used for fuel surcharges - or, more accurately, "carrier-imposed surcharges", which can be for fuel or for absolutely nothing other than the airline's bottom line.

You're correct. Australia's Passenger Movement Charge, which is often described as a "tourist tax", is also paid by all air passengers, including Australians.

The last departure tax was included in the ticket costs so why not an arrival tax.

They are quite mad in this obsession to squeeze every last satang out of foreigners.

The "delay" should see this stupid idea fade into history with little loss of face, which won't happen if the press don't let it.

I believe this is why people are still not coming. Plus all the existing restrictions and barriers to entry.

Thailand is making its own grave by doing this.

However, the entry fee isn’t that much.
