Got the F visa and cancelled because stopped working for the NGO

There is no covid visa that you apply for. There are 60 day covid 19 extensions of stay (it not a visa).

Your friend will not be able to apply for a covid 19 extension of stay since he was on a non-f visa before. Immigration is not issuing them to those that entered with a non immigrant visa.

He should exit Thailand and reenter with a tourist visa or simply return to home country. 

Or finally, choose another place to travel to.

In this case the visa has not been cancelled yet and is not linked to a work permit.
