Just need extra reassurance on visa on arrival and staying past 30 days.

I am from the United States. I am using a visa agent, and they told me I don't need a Thailand tourist visa if staying under 30 days, and will get a visa on arrival stamp. They also said they can sort me out for extension or student visa, or potentially elite visa when I land, because I intend to stay well past 30 days. Does this sound legit?

I don't know about the current situation with Covid extension.

It should come to an end?

And a US citizen could return without problems?

You will get a 30 day visa exempt entry. A visa on arrival is only for 15 days. Just saying this so you don't line up for a visa on arrival at the airport. You go to the normal arrival desks.

As said a 30 day extension of the 30 days can be applied for.

Anything about having a departure flight out of Thailand?

The onward flight may/will be required by airline at departure.

Upon arrival the imm officer at passport control will not be interested in onward flight. 

Regarding your OP.

The use of agent and even mention of PE (elite visa) all depends on how long you wish to stay in Thailand..
