Several parks in Hanoi, including the Ha Dong sport park and Hello Kitty theme park, remain under construction despite starting years ago.

 

Kim Quy park in Dong Anh District is the largest proposed park. According to the plan, the 100-hectare park, budgeted at VND4.6 trillion (US$200 million), began in September 2016 and was scheduled to be completed at the end of 2018.


Duy Hoang Duong, head of the city People's Council’s legal department, said at a meeting with Hanoi leaders that Kim Quy and Hello Kitty are not funded by the city. At a development investment conference in June 2021 the developers of the two parks called on the city to speed up administrative procedures so they could start construction. But they have yet to begin, and as a result huge tracts of land are remaining idle.
