U.S. Toll-free number from Thailand?

If I call this number from Thailand, using my DTAC pre-paid SIM card, is it really "toll free" as mentioned on the website of this travel company?

You will most likely get a recording saying something to the effect that "international dialing rates will take effect if you complete this call, if you do not wish to pay these fees, please hang up now."

"The number you dialed is not toll free when called from out..." (hung up).

Wouldn't the other party need to accept me? It's a ripp-off travel agency (TourRadar; not in business in Thailand), "head office in Austria", but phone lines in the U.S. - They used to answer questions asked via their website, but seem to have stopped doing so. (I also tried their FB page and an email address, I had.)

 

I guess, another "travel credit" over 550 dollars, I can write off. Maybe I can send something like a 'certified letter' to both, their U.S. and Australian offices, 'cancelling' the travel credit. (Any ideas how to do that from Thailand?) 

 

If very lucky, perhaps I could get 70% of my money back. (I could visit their Brisbane office, but it would be weeks after the 'expiry' of my "credit".

Thanks! - I might try this as a 'last resort', as something 'fishy' is going on with this agency, and it would probably be 'throwing good money after bad'.

Free on skype for sure without any money in account. I have been dialing toll free to U.S. for banks ect. for years.
