True ADSL speeds dropped drastically today, you might want to wait on that decision.

Since you don't have a True phone line, you can either get a phone line or pay extra for ADSL-only service, wherein you get a phone line that carries only ADSL signals, not normal phone signals. The installation time can vary, from 5-15 days for people already with a True phone line. Some people have had to wait a month, but that's the exception, not the rule.

True added 45 megs to their international service and rearranged ports yesterday so that was probably reason for circuit backlogs. Tests today on my 512 service to McAfee have been good (220-560 range). I never went below about 200 on any download yesterday.

My service was installed and operating two days after I applied for service. But I already had a TA phone line and demand may not have been as high as it is likely to be now.

Believe they charge 100 baht extra per month if you do not have TA line.
