Hi, I'm currently on a non-o which (1 year ) extension. My visa expires early October if I was to apply for a exit stamp then return before my visa expires does that grant me a longer term to stay without needing to apply for a new visa?

No.

What you refer to as apply for "exit stamp" is a reentry permit. 

The until date on that permit will expire same date as your current extension

You used your visa when you entered Thailand - you are now on a one year extension of stay (TM-7) and that expiration date will not change and you will need to obtain a re-entry permit prior to leaving to keep it alive.  And then extend using TM-7 before it expires if you plan to stay.

I am in a similar situation, but I would like to know if it is possible to get a 60 day extension when my current non 0 extension expires. (I will be going home to work and will get a new visa when I come back)

The only 60 day extension possible would be reason "to visit family" 

BTW any extension would need to be applied for prior to expiry of current permission of stay.

Can you apply for this off a 1 year extension ? i had one previously nearly two years back.

Are you married to a Thai or have Thai child?

If yes then you can obtain a 60 day extension to visit.

That extension can be obtained once per entry.
