Some 150 fish farmers are affected in the worst case in 10 years. About 500 tons of fish have died and many more have escaped their enclosures. What's that, about $1.3 million dollars ? I really can't see a Thai fish farm being worth that, even with life stock. But be an 'insurance claim' guesstimate

That's much of the problem. Too many fish for the enclosed volume of water.
