Other than the main PWA office near the railroad tracks on the Darkside, are there any sub branches in town where one can pay a late water bill (like the satellite PEA office at Big C Extra)?

Have you tried using the PEA app or if you have Kasikorn app it's easy. Put in account number and see what the balance is

A search does not reveal more than the one branch for Pattaya. Others are Sri Racha, Ban Bueng, ...

From your question I assume other methods won't work when payment is late (late fee?).

I tried to pay a water bill late that arrived while I was away on holiday.  A couple of 7-11s tried & failed but the assistant in the soi 9 Kao Noi shop phoned the office and sorted it.
