In the US you can get a professional who is licensed to provide assessments of property values.

Where can a find a property assessor in Chiang Mai who can legally assess the value of a house and land?

I do not believe there would be such a role/service in Thailand. Although the land registry in  Bangkok did value some land we were buying. Once it has a building on the land the  nearest you get will be called a 'purchaser'.

Few and far between, but they do exist.  Contact attorney Aphiwat Bualoi, he has an appraiser associate, a former land dept official who provides this service.  (valuation only, no inspection/evaluation of building and property defects and repairs, thats harder to find, let the buyer beware, or do your own, or hire separate specialists, termites, electrical, roofing, etc)

As a retired Property Valuer or Property Appraiser as they are referred to in the US, you will have Buckley's getting one here.

 

The above said, you would be best to talk to estate agents in the area (if any) who can confirm past sales of properties, if in a village the big boss usually has records of what has changed hands.

 

You could try the large corporate groups in other provinces like Bangkok or Phuket, but if they do end up providing that service it would cost you an arm and a leg as I am sure the research involved would be far and few between to obtain, meaning more hours and as I said, the cost involved wouldn't be cheap.

You can get a valuation done by the MAJOR real estate companies and consultancies. Some charge a percentage of valuation, the last one I had done I paid 15k baht for about 10 years ago (this included a 15 page report on the major aspects of the building and a search at the land registry and a listing of comparable properties in the the location sold over the last few years). They are mainly used for commercial property valuations but you can get condo units done.

 

If its a condo, then to be honest just ask one the MAJOR companies to advise you on "acceptable price both parties motivated to sell". If you are selling they will just give you this verbally for free. If you are buying they will also advise if you let them be the introductory agent (they will negotiate with the sellers agent for a split fee so you don't pay for anything but they get a cut of the sellers agents fee).

The property has passed though the family for two generation except for one special parcel of land which makes up 2/3s of the property.

Is one looking to purchase the property from family (inter-family transaction) or place is on the open market ?
