From what I viewed last year, and from a friend who viewed many in the areas of Hua Hin and Khao Takiab, then overpriced. These were new and resale units. New places are small, resale are typically in need of renovation or project in poor state of maintenance. Only by going to see for yourself will you get an idea of whether they are up to your requirements and quality and price. You may find good value, we didn't.
