Are you certain it's open for non Thai tourists either for visa run or onward travel? 
 

There has been heavy fighting recently near Kawkareik which is 30kms west of the border so not certain the junta would allow through travel at present but maybe visa runs are now allowed?

Fair enough, cheers. There are other reports out there saying border isn't open for tourists but no doubt subject to change at some stage.
