why not just say every human alive will visit ? 

So they are expecting more visitors then they have residents in the country....Tell me how that will work with the current poor roadway infrastructure, will they teleport around the country and through the airports.  Just imagine if they all visited Phuket......what a load of rubbish, and just where will all of the tourists be coming from...China?
