webfact Posted February 28, 2023 Share Posted February 28, 2023 By Tanakorn Panyadee Pattaya — A serial thief who according to police had been arrested over 19 times has been arrested again yesterday after stealing a smartphone from a Russian tourist. Pattaya Police nabbed the suspect, 54-year-old Mr. Rungroj Sangkasinsu, at 3 PM yesterday, February 27th. The Chonburi-born man was arrested on charges of stealing a phone from a Russian woman, 59-year-old Ms. Natalia Winokuth. According to Ms. Winokuth, she was strolling on a road in Soi 14 Naklua in the Banglamung district, Chonburi, on February 23rd, when the suspect approached her on a motorbike and snatched her phone. Winokuth immediately reported her plight to the Pattaya police station. The police began an investigation and were quickly able to identify Rungroj and his whereabouts via CCTV footage. He is too old to learn a new profession and we are already top heavy with the profession that would best suit him, a Thai politician. The best that could be done in this situation is to monitor the guy. But then, what is the maximum sentence for theft? It's not like he was drinking a beer after 2am or vaping.
