I do not want my government certifying unsubstantiated claims for anyone, nor do I want them spending taxpayer money to substantiate such claims.

I don't doubt that. You claimed our governments threw us under the bus by not certifying unsubstantiated income letters. I see it differently, whatever.

Btw I am mid 50’s, insured through Luma & pay around $100 a month with a mid sized deductible. Good health. Never had a claim, but it looks legit so far. He would need to maintain roughly $20k usd in a home country bank to qualify for a renewal every two years.

Talk him into the depositing the 800k in the bank or tell him to spend the 15-30k a year on an agent.

To be clear, the 800K is not "locked up", you can take it out any time you want, you just will not be able to use it to renew the visa.

2 months before 3 months after and 400k all year is kind of locked up !!

In much the same way that you are kind of literate. (just kidding) what I said was:

''To be clear, the 800K is not "locked up", you can take it out any time you want, you just will not be able to use it to renew the visa."

If you NEED the money you can take it out.

As far as I knew they charged the person requesting certification for such a service.
