House water pump - how turn down to 10 PSI?

Hi,

 

I am trying to find a pump that works with constant pressure like a a household water pump, but that can be turned right down to 10 PSI (most household pumps don't go much below 25-30 PSI from what I can see).

 

It's not actually for a house, it's for a different application, but I thought somebody on here might know how to override the power on a standard household pump or perhaps know of another solution...

I need one that pressurises a system to a PSI then shuts off, rather than does constant output in the case of a pond pump.
