The average salary in Russia is only $14500 not exactly enough to allow you to continually party and buy houses and apartments. Whatever it is they dont seem to run short of money. Each Russian will have their own story about their finances. Many that want to stay out of Russian world are forced to return because of lack of money. Sure it's common sense that a lot of them will be tempted to do illegal things. I have mixed feelings about them. They aren't a monolith. They have no respect at all. Often running and screaming through the hall with the kids at like 11pm. Screaming all around the building. I've noticed they also like to impose themselves on people in public. For example "move your bike i want to park here", "I'm sitting here, you move for me" kind of things. Pretty tired of them also. I also wonder how they support themselves etc. It seems some work online somehow doing coding or marketing things and i reckon some are spoilt rich kids sustaining themselves using the families wealth. I had the very good fortune of landing a job in Russia in the early '00s - I ended up living in the Russian far east for 8 years and loved every minute of it. I was always amazed at the level of cultural knowledge that even those did not study beyond secondary level had. You could talk to any Russian about Master and Margarita or Crime and Punishment; they would know the classics in detail, but not only Russian authors. Dickens and Shakespeare, Hemmingway were also widely read. There is an element of truth to the trope that the Russian demeanour is aloof and standoffish, but this is simply the default situation for strangers.
