If it's a sexy young female butt naked on the balcony then who's going to complain? Maybe some outraged aunties or a "Chang Nam".

The only applicable law would be Section 388 of the Criminal Code, Public Obscenity, in which the act has to be in public.  Is your private balcony public?    Maybe the person watching you naked, in your own home, would be the one actually committing an offence or breaching etiquette?

In the US generally (probably state by state laws apply)  you can be naked in your dwelling, you can sunbathe naked in your garden or poolside etc as long as it cannot be seen from outside, within reason. Now if somebody climbs up your fence or peeps between/ in your window drapes they are the one doing the crime. No, so you can't go naked on a balcony.

 

And don't be an idiot like this guy in Denver who happened to be a pilot on a layover.  

He woke up and made a long phone call free-balling next to his rooms window.

Ended up fully exonerated and paid $300,000 as the police and hotel staff made a bunch of avoidable mistakes

The term "buck" was/is also used as a negative term to refer to a young male of another minority, although I find it more difficult to see a link to nudity. 

 

I think you're correct in that it is just "buck naked" misheard and probably not political correctness run amok.

It's difficult to judge. The balcony is private property, and one can do as they please on their property. If you are looking from a public space into private property, the looker maybe considered a peeping tom, and therefore committing a crime. Looking into other people's homes isn't polite.

'Buck Naked' or 'Butt Naked'?
It's a natural question

While both buck naked and butt naked are used to describe someone who is fully nude, buck naked is the older of the pair. Butt naked is much newer and likely sees use because of butt having a long history of referring to a person's buttocks.

 

Buck Naked was George Costanza's 'porno name' in a 1993 Seinfeld episode.

I have strict protocol with my four doxies that they must stay naked or in completely transparent nightgowns when I am with them in my condo because a woman's body is a work of art. One night, one of them went to the balcony naked by mistake, and somebody yelled out at her from outside my condo boundaries while driving his motorcycle. I'm glad that he did not had an accident.

Could have just reflected regional English usage. Moving from the Philadelphia (USA) area to Western Kentucky ... dealing with electric we always said "plug it in", in Kentucky I heard, "plug it up". Nevermind "Youse guys" and "y'all" ... see I am bilingual! Ha!

My time in PA was spent among the yinzers. Learned lots of regionalisms. Got a lot of "you're not from around here, are you?".
