That's the custom in Thailand. It sounds a bit draconian, but they are held responsible for their carelessness. That is why, often, someone will count the money several times in front of you in a shop or restaurant or bar. There are positives in that, I suppose. Teaches staff to be careful and being responsible in their job.

Staff should not be liable for runners…are establishments going to cover legal fees if the staff takes violence in stopping runners?

 

don’t shift the blame to poor staff for things beyond their control…you are the ones with deeper pockets and defend staff not abuse them

It's unfortunate when serving staff in restaurants are attending other patrons and a scum-bag does a runner and the staff are held accountable.

CCTV should be in every venue with notices letting patrons know it.

I agree. No real fault of the staff in this case.

Normal behaviour in thailand. This is why idiots don't understand waiter or waitress. Get very upset or violent about these things as they have to pay for it. Either out of their individual wages or combined staff tips.yes very wrong but tit.
