If you read it, you will find that it shows It's not a real election, and also that it uses both election and selection to qualify the process. it also shows It's organised by the EC and that the government does not select Senators.

Finally, it concludes:

"What the constitutional drafters envisioned as an election among an exclusive club of the nonpartisan experts will turn out to be an election for the elderly, wealthy, and well-connected few."
