Much cheaper to send it to the US for refining and consumption, if they can work something out. Canadian oil is heavy and costly to refine, If it were to be exported further distant then there may be a very limited market due to cost and quality considerations. I think that Trump might have a more favorable view of Canada if she were to match the agreed NATO defence contribution agreement.
