Law is reading and English, but it is a lot more than that, particularly for corporate lawyers, but Harris was just a criminal trial lawyer, so indeed one would not expect her to be highly knowledgeable on finance.  

 

She does seem squirmy and uncomfortable when she uses that laugh.
