Thai Finance Ministry to tighten state welfare card criteria
Thailand’s Ministry of Finance is set to review the criteria for the State Welfare Card registration, aiming to exclude ineligible individuals after finding some recipients receiving as much as 10,000 baht per month in benefits. Deputy Finance Minister Chulapan Amornvivat announced a forthcoming meeting to discuss the progress of the new round of State Welfare Card registration. This comes following the Cabinet’s resolution to review the State Welfare Card data every two years. The preparations for the new registration phase are expected to begin early next year, to complete the eligibility screening by March 31. Currently, 13.5 million people hold State Welfare Cards. The new eligibility criteria will focus on income levels, asset ownership, and land holdings to accurately determine the poverty status of applicants. This revision is necessary due to changes in individuals’ circumstances, such as increased income from vocational training or the death of some beneficiaries. In a statement, Chulapan spoke on the accuracy of the data in regards to the recipients. “After the government transferred 10,000 baht under the 2024 economic stimulus program to State Welfare Card holders and people with disabilities, concerns arose about the accuracy of the data. Questions emerged about whether some recipients were genuinely impoverished or disabled. Hence, it is crucial to consolidate the government welfare data for the targeted groups.” The Cabinet tasked the Ministry of Social Development and Human Security (MSDHS) with overseeing this process. However, the Comptroller General’s Department will also be involved in gathering and integrating welfare data. Chulapan emphasised the importance of this data for studying the use of taxes to support low-income individuals, particularly those earning below the Negative Income Tax (NIT) threshold, which the Ministry of Finance aims to implement as a welfare system for the country’s low-income population. “The challenge with implementing NIT lies in the current disorganised state of welfare data. The success of NIT depends on a comprehensive and systematic database. Past studies have shown that incomplete data hinders the policy’s progress.” The initiative aims to streamline and verify the various types of welfare provided by different agencies. This will ensure the assistance reaches the correct target groups and aligns with the policy objectives. The review was prompted by findings that some individuals receive up to 10,000 baht per month in state welfare, necessitating an update to the information, reported KhaoSod. Indeed, it's a rabbit hole. I can't find Lorentz Capital LTD either. It lent money to the UK company. According to the statement, most of the equity is not cash in bank, so it's curious what is backing up the insurance company. As it is a mutualist model, policy holders own the company, and can earn "points" if they recruit customers. The registration in Nevis leads nowhere... Hard to find any details beyond a listing. But I suppose that's the point of registering an entity in the Caribbean. There's also a dormant company in the UK with 1M pounds capital. The ethical statement is just bizarre: "- Ethics Ethical solvency: our reserves and saving will be put in ethic assets with ethic partners. Ethical behaviour: we already have one Insurance licence and one Broker Licence, and we will get more. Ethical Employment: we want our staff to have shares also, and we will do our best to hold handicapped employees as well. Indeed even if we are participative, we do not avoid the capitalism and we must have profitability." It's all very curious. -

Tourism and Sports Minister Sorawong Thienthong announced the plans following a meeting with Prime Minister Paetongtarn Shinawatra to discuss economic and tourism stimulus measures. The meeting followed Sorawong’s visit to flood-hit Chiang Mai and Chiang Rai. The PM expressed concerns over the current budget’s adequacy, questioning the project’s effectiveness due to limited funds. Sorawong plans to address these concerns with Deputy Finance Minister Julapun Amornvivat. He will propose either increasing the number of eligible participants or expanding the tourism subsidy amount using the central budget. Registration for the scheme is set to open on November 1. The final details and additional budget should be confirmed within the week, according to Sorawong. The subsidy scheme, targeting 17 flood-affected provinces, initially proposed a co-payment system offering up to 400 baht per trip for 10,000 tourists. Sorawong described it as a “quick-win” tactic, with an immediate allocation from the Tourism Authority of Thailand (TAT) budget of 4 million baht. About 70% of the subsidy is earmarked for Chiang Mai and Chiang Rai, with the remaining 30% for other provinces. Sorawong explained that the government aims to attract domestic tourists from nearby provinces first. “Some hotels in Chiang Mai have resumed service faster than expected…Only 10% of overall areas were impacted, but some tourists were worried about visiting these destinations after watching the news.” Sorawong mentioned that the TAT is compiling tourism products into its database and may link them with the government’s new Thang Rath app. The next major tourism promotion is the Thailand Winter Festival, designed to attract tourists to various cities during the high season, reported Bangkok Post. Regarding the We Travel Together scheme redux, anticipated for the next low season, the ministry is discussing an appropriate budget with the Finance Ministry. If Trump wins legitimately, of course there will be protests from different groups as is normal but there will be increase in protests whenever he tries to assert himself as an autocratic dictator. So instead of race or reproductive rights, I think the top protest issue will be a fight against the USA turning in Hungary, Turkey or worse Russia. If Trump wins with dirty tricks after he loses as he tried to and came way too close to succeeding last time, the level of civil unrest will be historically spectacular, but not seeing civil war, as even if a resistance tried, Trump's dictatorship would crush it with violence.- 1
